As Northwest Director of the Association of Customs and HSI Special Agents (ACHSIA), Peter represents the organization’s members across the northwestern United States. In this role, he serves as a liaison to the Board of Directors, collaborating with fellow board members to advance ACHSIA’s mission, foster connections with HSI leaders and employees, and expand membership within the region.

Mr. Ostrovsky began his distinguished law enforcement career in 1987 with the U.S. Customs Service in Miami, Florida. Over the course of 31 years, he served in various capacities before retiring in 2018 from Homeland Security Investigations (HSI) in Blaine, Washington. His assignments included notable roles with the U.S.-Bahamas Drug Task Force, at the U.S. Embassy in London, and in Washington, D.C. As a field Special Agent, he gained expertise in maritime operations, aviation and maritime smuggling, counter-proliferation, counter-terrorism, firearms training, tactical operations, and undercover investigations.

As a Group Supervisor, Mr. Ostrovsky led a team that was honored with the ICE Assistant Secretary’s Excellence in Law Enforcement Award for their work during Operation Frozen Timber. This operation dismantled criminal organizations smuggling drugs via helicopter along the Northern Border in Washington State.

Mr. Ostrovsky holds a Bachelor of Science in Education with a focus on Health and Fitness Management from the University of Miami and a Certificate in Spectator Sports Security Management from the University of Southern Mississippi.

He remains committed to service as a volunteer Law Enforcement Coordinator with the Brothers In Arms Foundation’s Raider Air Service, providing rapid, no-cost air logistical support to Special Operations Marines, Navy Sailors, and their families during times of crisis.

Mr. Ostrovsky resides in Bend, Oregon, with his wife, Lynn, of 33 years, and their son, Samuel. Together, they enjoy outdoor activities, winter sports, reading, and hunting.

In 2020, the Ostrovsky family endured a profound loss with the passing of their son, U.S. Marine Lance Corporal Jack-Ryan Ostrovsky, who tragically perished alongside seven fellow Marines and a Sailor in a training accident off San Clemente Island, California. Jack-Ryan is interred at Arlington National Cemetery in Section 31, Plot 8163, and his memory continues to inspire Peter’s dedication to service and support for others.
