As ACHSIA Southwest Director, Bob coordinates with the Southwest area Chapter Presidents to relay information of interest to the Chapters and assists the Chapters in being compliant with the Association’s by laws.

Mr. Rutt retired in 2012 as the Special Agent in Charge of Homeland Security Investigations (HSI) in Houston, TX, culminating a distinguished career in federal law enforcement. His journey began in January 1983 as a co-op student with the U.S. Customs Service at its headquarters in Washington, D.C. After earning his degree from George Mason University, he started his career as a Customs Patrol Officer in Miami, FL.

Mr. Rutt went on to serve as a Customs Investigator in Miami and later in Roanoke, VA, before being selected as a Special Agent in Houston, TX, in 1988. Over the years, he advanced through roles including Senior Special Agent, Group Supervisor, and Assistant Special Agent in Charge, all within the Houston office. In 2001, he was reassigned to Customs Headquarters, where he became the final Director of Financial Investigations prior to the creation of ICE.

In 2004, Mr. Rutt returned to Houston as an Associate Special Agent in Charge (SAC) and was subsequently promoted to Deputy SAC. Two years later, he was appointed Special Agent in Charge, leading the Houston office until his retirement.

Since leaving federal service, Mr. Rutt has continued to contribute his expertise as a law enforcement consultant, offering subject matter guidance and management solutions to private sector clients and government agencies both domestically and internationally.

A dedicated member of the community, Mr. Rutt joined the AFCSA (now ACHSIA) after returning to Houston in 2004. He also served as Vice Chair of the ICE Foundation from 2012 to 2018. He currently resides in Willis, TX, with his wife, Terri.
