As Secretary of ACHSIA, Mr. McElroy documents the activities, provides administrative support, and oversees the corporate governance of ACHSIA, focusing on the execution and documentation of the organization’s goals. As the Houston ACHSIA Chapter President, he implements ACHSIA organizational goals through membership development and works with HSI offices to prioritize ACHSIA’s overarching goal of supporting current and retired Customs and HSI agents.

Mr. McElroy serves as the Director of Homeland Security Services at KACE Company, where he oversees the development and implementation of innovative law enforcement solutions. He collaborates closely with federal, state, and local agencies, leading specialized government contracting projects and business development initiatives that enhance homeland security and public safety.

Beginning his law enforcement career as a Special Agent with the U.S. Customs Service in Houston, Texas, Mr. McElroy dedicated 28 years to investigating a wide range of cross-border crimes. His work included cases involving money laundering, narcotics trafficking, human trafficking and smuggling, as well as weapons and technology smuggling.

In 1997, Mr. McElroy was recognized with the Medal of Valor from the International Narcotics Enforcement Officers Association and received the Federal Law Enforcement Officers Association’s award for Outstanding Contributions in the Field of Law Enforcement.

Following the creation of the Department of Homeland Security in 2003, Mr. McElroy transitioned to Homeland Security Investigations (HSI), where he served in several leadership roles, including Group Supervisor, Assistant Special Agent in Charge, and ultimately, Deputy Special Agent in Charge for the Houston office. Notably, he was part of an HSI team deployed to Iraq in 2003, supporting the U.S. Military Joint Interagency Task Force. There, he contributed to money laundering and counter-proliferation investigations in the Iraqi theater of operations.

A lifelong learner and dedicated professional, Mr. McElroy is a graduate of American University with a Bachelor of Science in Criminal Justice. He has also completed the Johns Hopkins University Strategic Thinking Seminar and attended the Defense Language Institute. After retiring from HSI in January 2018, he continues to make significant contributions to public safety and homeland security.
